Pramen Casino Hotel is a fictional Czech casino hotel in a Bohemian spa town: sixty-two casino hotel rooms along the colonnade, a dining room that still serves the cure diet next to the good stuff, and a nine-table casino in Bath VII. The casino sits directly over spring 9, which comes out of the rock at sixty-four degrees. That room has never needed heating.

Pramen is imagined as a casino hotel in a town that has been organised around hot water for two hundred years.
Bohemian spa towns run on an index. Every spring is numbered, plaqued on the colonnade with its temperature and its flow in litres per minute, and people still walk between them with porcelain cups, drinking the ones a doctor pointed them at. The hotel occupies the west end of the colonnade. The rooms are in the 1889 building, the dining room is in the pump house, and the casino is in Bath VII — a domed hall built directly over spring 9, because that is where the hot water was.

Nine casino tables under the dome, a bar in the old cooling room, and a floor that is warm underfoot in February because there is sixty-four degree water moving beneath it. It takes no bookings, holds no gambling licence and processes no payments. The town, the springs, the rates and the casino are all fictional — though Bohemian spa towns with casinos in their grand hotels are not.
Yes, and unusually so for the region. Czechia licenses private casino operators rather than running a state monopoly, under the Gambling Act that took effect at the start of 2017 and is administered by the Ministry of Finance. That is why the country has so many casinos near the German and Austrian borders, where the rules next door are tighter.
Yes — and many have. Czech municipalities can regulate or ban gambling within their own boundaries by local ordinance, regardless of what the national licence says.
